Ukrainian President Volodymyr Zelensky said that Russian ballistic missiles contain a large number of components sourced from different countries around the world, stressing that sanctions targeting these supply chains should be a priority.

Zelensky said that these components are used by Russia in attacks against civilians, children and soldiers. Highlighting the importance of sanctions against Russia’s energy sector as well, Zelensky said energy revenues are being used to finance the war.

Zelensky said bureaucratic processes are slowing cooperation in the defense industry, noting that he had previously held talks with the United States and European countries on obtaining the licenses required to manufacture Patriot systems. Zelensky said he had reached an agreement with U.S. President Donald Trump on granting the licenses, adding that if these permits had been provided earlier, Patriot production could have been carried out on a broader scale, including in Europe.

Zelensky stressed that European countries should also accelerate licensing procedures for certain military technologies, saying that the missiles used by Russia in its attacks, unlike bureaucratic obstacles, pose a real threat.
