Commenting on Lithuania’s defense spending, Budrys said: “Lithuania committed to 5 percent and delivered: in 2026, 5.4 percent of GDP was allocated to defense and around 7 percent to overall security.”

Stressing that deterrence requires capability, readiness and determination to act, Budrys said: “Russia cannot be deterred by statements. It can be stopped by a strong NATO, fully funded defense plans and allies fulfilling the commitments they have made.”

Budrys also called on other countries to fulfill their defense spending commitments, saying: “The 5 percent club is open. Lithuania and Estonia are a little lonely here. Do your part. Keep your promises. Join the 5 percent club.”
