President Zelenski thanked all the countries contributing to the PURL mechanism, stating, “In 2026, we received a total of 584 million dollars in contributions from the United Kingdom, Norway, the Netherlands, Sweden, Iceland, and Latvia. While Russia is trying to destroy our critical infrastructure, PURL enables us to procure U.S.-made air defense missiles and effectively counter Russian ballistic threats. In this way, we are able to protect our energy grid during the winter months.”

Zelenski noted that the total funding requirement for PURL in 2026 amounts to 15 billion dollars and added, “This mechanism prevents Russia from exerting pressure through aerial terror, and we invite everyone concerned with security to increase their contributions.”
