The Ministry of Foreign Affairs and Expatriates of the Syrian Arab Republic said in a statement that it welcomed the Japanese Cabinet’s decision to partially lift some measures imposed on Syria since 2011 during the former regime.

The statement said the decision removed 16 Syrian entities from the sanctions list, including the Ministries of Defense and Interior and several institutions and companies operating in the banking, oil, telecommunications and media sectors, thereby completing the partial lifting process approved by Japan in May 2025.

The decision was described as a positive and important step reflecting Japan’s appreciation of developments in Syria and the Syrian government’s efforts toward recovery and restructuring state institutions, as well as its desire to develop bilateral relations between the two countries.

The statement said the decision would contribute to enabling national institutions to carry out their duties, strengthening security and stability, and supporting recovery and reconstruction efforts.

The statement said Syria thanked the Japanese government for this step and for the humanitarian and development support it has provided to the Syrian people in recent years. It also expressed appreciation for Japan’s continued sanctions against the leader of the former regime, its figures and affiliated entities, as well as individuals involved in crimes committed against Syrians.

The statement also said Syria looks forward to deepening its strategic partnerships with Japan and the international community in a way that serves mutual interests and supports stability and development in the country.
