Qatar participated in the ministerial-level event titled “Strengthening Cooperation for a Safe and Stable Maritime Domain,” held in New York as part of the 81st session of the United Nations General Assembly.

Qatar was represented by Minister of State at the Ministry of Foreign Affairs Mohammed bin Abdulaziz bin Saleh Al Khulaifi. In his speech, Al Khulaifi drew attention to maritime security and challenges in strategic waterways, emphasizing the importance of adhering to the principles of the United Nations Convention on the Law of the Sea.

Noting that disruptions in critical waterways, particularly the Strait of Hormuz and Bab el-Mandeb, have regional and global consequences, Al Khulaifi said that “freedom of navigation must be protected.”

Al Khulaifi said that the security of supply chains, as well as the delivery of humanitarian aid and essential goods, depends on the uninterrupted operation of maritime routes, adding that disruptions have more severe effects particularly on developing countries and vulnerable communities.

Emphasizing that maritime security is a shared responsibility beyond narrow interests, Al Khulaifi said it is important not only for regional peace and security but also for the resilience of the global economy, the stability of energy markets and the continuity of supply chains.

Al Khulaifi said the United Nations Security Council should “assume a strong and sustainable role in protecting freedom of navigation, respecting international law and combating unlawful attacks and interference targeting commercial traffic.”

Al Khulaifi said Qatar’s priority is to contain tensions and create space for diplomatic initiatives, adding that as part of mediation efforts, they will continue working to open or reopen waterways as soon as possible.

Al Khulaifi emphasized that “the peaceful settlement of disputes, adherence to international law, dialogue and the principles of good neighborliness” are fundamental elements in resolving crises.
