Meanwhile, ahead of the talks, the U.S. State Department denied claims from senators across the political spectrum that Secretary of State Marco Rubio told them the proposal was "not the administration’s plan" but "a Russian wish list."

Deputy State Department spokesperson Tommy Piggott said that the allegation raised by some, including independent senator and Foreign Relations Committee member Angus King, was "clearly baseless."

Rubio later wrote in a post that the proposal was prepared by the United States as a "strong framework for ongoing negotiations" and was based on contributions from both sides.

Trump gave Volodymyr Zelensky until Thursday to sign the 28-point document. The document calls on Kyiv to transfer the territories it currently controls to Russia, reduce its army, and give up long-range weapons. It also rejects the deployment of a European peacekeeping force and sanctions for Russian war crimes.
